For under-21s, the VicRoads Graduated Licensing System requires at least 120 hours’ driving experience across a range of conditions recorded in your MyLearners app, most of which you may choose to do with Mum or Dad or other friends or family. The system also requires that you build your skills and become comfortable with different driving scenarios. This must include night driving and should incorporate high-traffic situations on highways and freeways — and that’s where training with a driving instructor in a dual-control vehicle will help keep you and other road users safe.
For students aged 21 to 24, you won’t need to log your hours — but you’ll need to have held your Learner Permit for at least six months before you take your VicRoads driving test.
Students aged 25 and over must have held their Learner Permit for at least three months. We’ll help you get started, build your confidence, help you develop your road craft and teach you the Low Speed Manoeuvres and more advanced driving skills you’ll be tested on by VicRoads.
Under laws introduced in late 2019, holders of overseas drivers licences must convert to a Victorian licence once they have been living in Victoria for six months. Failure to do so will mean the driver is unlicensed, and possibly no longer covered by motor vehicle insurance.
Depending on the country that issued your licence, you may need to sit a road rules knowledge test and a Hazard Perception Test and also pass a drive test. It's important that you check the VicRoads website. If you are required to sit a driving test but fail, you will not be allowed to drive any more without obtaining a Victorian Learners Permit. We'll assess whether you are test-ready and then prepare you for the test.

The average pass rate on driving tests in Victoria is 72%, which means about one in four tests is unsuccessful. Common causes of failed tests are excessive speed and failing to give way, but applicants will also fail if they accrue too many so-called critical errors. They include:
When you feel you are ready for your test, we can assess your skills and identify any areas that could prove an obstacle to your on-road licence test. We’ll also help you fine-tune such skills as reverse parking and three-point turns, which you’ll need to demonstrate on your VicRoads driving test.
It’s a good idea to do at least one final lesson on the streets in which the VicRoads tester will probably take you, to ensure there are no surprises and you’re more at ease.
